The Virginia marketplace in 2026

Virginia runs its own exchange: Virginia’s Insurance Marketplace (marketplace.virginia.gov) replaced HealthCare.gov in fall 2023. Eight insurers offer 2026 plans after Aetna’s two Virginia entities exited. The 2026 benchmark averages $455 a month for a 40-year-old — 27% below the national average and one of the lowest on our roster — though insurers filed a 19% increase for 2027. One thing to watch: Virginia plans to launch state-funded subsidies in 2027 for households up to 250% of the poverty level.

Virginia expanded Medicaid in 2019, so adults up to 138% of the poverty level have a pathway and there is no coverage gap. Above the 400% cliff, Virginia’s low base rates soften the blow — but a 19% filed increase erodes that fast.
