The Illinois marketplace in 2026

Illinois just changed its front door: as of November 2025, Illinoisans no longer use HealthCare.gov. The state now runs its own exchange, Get Covered Illinois, with a longer open-enrollment window (through January 31) and extra state-specific enrollment periods — pregnancy, for example, is a qualifying event in Illinois. The market itself tightened: seven insurers offer 2026 plans, down from eleven, and Cigna and Molina leave after 2026. The benchmark averages $646 a month for a 40-year-old, with 14.1% filed for 2027.

Illinois expanded Medicaid, so adults up to 138% of the poverty level have a real pathway and there is no coverage gap. The pressure point is the other direction: 2026 pre-subsidy rates jumped about 30% when the enhanced credits expired, and households above the 400% cliff absorbed all of it.
